DEED (OVG Deal March 2026)

The motion was to approve the private-partner agreement framework with Oak View Group (OVG360) for the Downtown Event and Entertainment District, authorize negotiation of the master agreement, and have the City Solicitor prepare the agreements. It was moved by Councillor Dubois and seconded by Councillor Kelleher, and it was defeated 3–5. Administration had recommended the agreement.

Against (5): Councillors Dubois, Pearce, Parker, Jeffries, and Davies. In favour (3): Mayor Block, Councillor Donauer, and Councillor Kelleher. Councillor Ford was in a conflict and did not vote. Councillors MacDonald and Timon were absent.
